#JunkTerrorBillNow is in this week’s top trends as the House Committee on Public Order and Safety (HCPOS) and the House Committee on National Defense and Security approved the substitute bill for Human Security Act, now the Anti-Terrorism Bill.
The said bill claims to seek the prevention, prohibition, and penalization of any act that falls under its definition of terrorism. This means anyone who can be considered a threat to the state by proposing, inciting, conspiring, or participating in acts of terrorism can be incriminated.
The bill was certified as “urgent” by President Duterte on Monday through a letter to House Speaker Alan Peter Cayetano as the country faces a major public health crisis.
An “urgent” bill means that it could be passed on the second and third reading on the same day.
The public is not in favor of it. Many have expressed their denunciation of the bill online immediately after the news broke out.

Several showbiz personalities have also utilized their respective online platforms to urge Filipinos to sign an online petition to junk the proposed Anti-Terrorism Bill.
Television host and actress Solenn Heussaff shared a post through her Instagram Story that highlighted the possible consequences of the measure and wrote the hashtag “#JunkTerrorBill.”
Heussaff also shared a link of the online petition aiming to gather digital signatures that called for the House of Representatives to junk the Anti-Terrorism Act of 2020.
Kapuso actress Janine Gutierrez also signed the petition and shared the link on her own Twitter.

On her Instagram story, Nadine Lustre reposted an artwork of photographer and artist Zonlee that likewise call to junk the anti-terrorism bill.
International award-winning singer-songwriter Taylor Swift has low-key posted a photo of a resource site on the #BlackLivesMatter movement for her followers, including petitions, contact numbers, and ways to help.
When swiped up, the card site shows additional resources on other international concerns and movements—and one of those is #JunkTerrorBill in the Philippines.
The site features updates, info on the bill itself, petitions to sign, informative Twitter threads, and donation drives to help the cause.
With 34-2 votes, the joint committee is in favor of approving the Anti-Terrorism Act of 2020.
The cry of the public against the Anti-terrorism bill is evident but it’s still on the run to be passed.
