PhilHealth "Mafia’ and the lost 15 Billion funds: Where did our contributions go?

As the Philippines faces the continuous rise of COVID-19 cases, The Philippine Health Insurance Corp. (PhilHealth), the lone agency where every Filipino supposed to rely on in this chaotic health situation, is currently at stake with alleged corruption and fraud within internal management.

Imagine how devastating to hear this news for all Filipinos out there who really worked hard to pay a mandatory monthly contribution for a big hope of health aid in the future—really, 2020 is trying to test our limits!

 

 

The alleged corruption in PhilHealth was dubbed as the “Crime of the year” by recently resigned PhilHealth’s anti-fraud legal officer Thorrsson Montes Keith.

"Ang aking natuklasan sa PhilHealth ay maitatawag po na krimen ng taon o sa English ay crime of the year."

Keith disclosed anomalies within the agency in a virtual senate hearing on Tuesday, August 4, 2020.

“Naniniwala po ako na ang perang winaldas at ninakaw ay humigit kumulang P15 billion (I believe that the money spent and stolen amounted to more or less P15 billion),” Keith testified online before the senate committee of the whole.

In his statements, he said that a “mafia” was all behind the widespread corruption and have allegedly pocketed some P15 billion in funds through anomalous transactions and fraudulent schemes.

"Naniniwala po ako na ang dahilan kung bakit hindi natatapos ang korapsyon sa PhilHealth at naging kultura na nga po ito, ay ang pagtatalaga o paglalagay ng mga sindikato o mafia ng kanilang kasamahan, kasabwat, o kapwa sindikato sa mga matataas na posisyon at mga posisyon na nakakatulong sa kanilang iligal na operasyon," said Keith.

According to Keith, among the fraudulent schemes being employed are the cash advances, the use of the interim reimbursement mechanism, and the continuous procurement of IT equipment the agency already has

"Naniniwala po ako base sa aking imbestigasyon na ang perang nawaldas at ninakaw ay humigit kumulang P15 billion," he told Senators.

The former PhilHealth official also alleged that the "mafia" planned to recover the stolen funds from contributions of the overseas Filipino workers.

 

WHO ARE THE MEMBERS OF PHILHEALTH’S “MAFIA”?

In the on-going investigation of the massive corruption, one of PhilHealth’s board of directors, Alejandro Cabading, identified several of his colleagues in fraudulent and corrupt schemes within the state health insurance firm.

He named PhilHealth Senior Vice President (SVP) for Legal Sector Atty. Rodolfo del Rosario; SVP for Management Services Sector Dennis Mas; SVP for Fund Management Sector Renato Limsiaco; and PhilHealth Board of Directors Corporate Secretary Atty. Jonathan Mangaoang as members of the so-called PhilHealth mafia.

Cabalding said that the names he mentioned as members of the alleged Philhealth “mafia” are part of the executive committee who have influence inside the agency.

But, Atty. Del Rosario, one of the mentioned ‘members’ denied it and threatened Cabading for ‘legal’ actions if the allegations fail to prove his involvement.


It seems like the most reliable agency we all could depend on at this time is in a hot mess!

The worst damage of this alleged greediness and evilness within the agency may result in the health sector collapse as funds will run out in the next two years.
