#NoToDoctorShaming trends on Twitter today, June 24, 2020, after Cebu Governor Gwendolyn Garcia publicly shamed a doctor named Candy Krista Abrera Pilapil against the memorandum of using “tuob” or steam inhalation as a treatment for possible COVID-19 symptoms on her Facebook Live last night, June 23, 2020.
In the video, the 64-year old governor embarrassed Dr. Pilapil who criticized the memorandum issued by the provincial government to all employees to perform “tuob” twice a day at their workstations.
The doctor disagreed on the said health measure and in a sense stood up that there’s no scientific basis behind it in fighting COVID-19.
Netizens have been expressing rage on social media over the ‘bad-mouthing’ done by the governor who also questioned the doctor’s contribution fighting the coronavirus pandemic.

On May 18, 2020, the governor was also called out in the same issue of public shaming when a netizen expressed criticisms against her. Garcia disclosed the netizen's personal information including name, address, relationships, and family history.
The Commission on Human Rights (CHR) said that Garcia’s action on netizens over social media was “a cause for concern”.
